Every off leash area exists because dog owners before us behaved; every new restriction usually traces to those who didn't. The short code: leash where required, genuine voice control where not, pick it up (and carry it out, the bag left trailside helps no one), yield to horses and give nervous hikers space, and never let your dog chase wildlife.
